What is shahr aqary registration?
Shahr Aqary is Egypt's real estate publicity department, and registration there records legal title to a property in the state register. A registered unit has documented ownership; an unregistered one is held under a contract chain, which is weaker evidence of title.
What registration establishes
Registration with the Shahr Aqary (real estate publicity department) records the owner of a property in the state's own register. It is the strongest available evidence of title and is what a bank, a court or a cautious buyer will look for.
A large share of Egyptian residential property is not registered. Ownership is instead evidenced by a chain of contracts — developer to first buyer, then each resale — which works until a link in the chain is missing or disputed.
Why registration is often skipped
Cost and procedure. Registration requires a compliant chain of documents, a defined property description, and fees, and the process has historically been slow. For an off-plan unit it cannot complete until the building exists and its documentation is in order.
What buyers should do
At minimum, keep the complete documentary chain: contract, payment receipts, delivery record and specification. Where registration is achievable, it converts that paperwork into a state record — and the paperwork is what the buyer has until then.

- Can an off-plan unit be registered before delivery?
- Generally not in full, because registration describes a property that exists. The practical sequence is contract, delivery, then registration once the developer's own documentation permits it.
- Does an unregistered unit sell?
- Yes — most resale in Egypt happens on contract assignment rather than registered transfer. It sells at a discount to the certainty a registered title would carry, and it depends on the completeness of the chain.
