When a spreadsheet is the right answer
One phase, a few hundred units, one or two salespeople, no brokerage channel and no launch event. At that scale the coordination cost a spreadsheet imposes is lower than the cost of any system, and a developer should keep the spreadsheet until a specific pain appears.
The point where it stops being right is usually the first launch or the first brokerage channel — both introduce concurrency, and concurrency is what a shared file cannot do.
